The Institute for Public Policy Research’s Commission on the Future of Higher Education called for changes to stop the decline in part-time students this week.

Part-time students became eligible for student loans for the first time in autumn 2012, but part-time enrolments have now dropped by 40 per cent – 105,000 students – over the past two years. The report notes that two-thirds of eligible students are denied loans because they have already done a degree or intend to spread their studies over a longer timeframe than permitted. Last yea ...

UALL has been in discussions with the National Coordinating Centre for Public Engagement (NCCPE), on the subject of projects and provision which directly contribute to university public engagement. Lifelong learning is one of the main areas of a university where such engagement is likely to be found - therefore what evidence does UALL have to show the strength of public engagement? We studied the papers submitted to recent UALL Annual Conferences and found a substantial number of these included case studies of public engagement of many kinds. These will make a significant contribution ...

Professor Les Ebdon, Director of Fair Access to Higher Education, commented:

“One of the key findings in this report is the fall in mature, full-time students for the second consecutive year. At the same time we know that
part-time undergraduate entrants have fallen by 40% since 2010. This is bad news for fair access – you’re more likely to be studying part-time or be a mature student of over 21 if you’re from a disadvantaged background. It also has implications for the future of the UK economy as with falling numbers of 18-year-olds, those already in work wil ...

Part of UALL’s mission is to contribute to consultations on part-time and flexible lifelong learning. There have been several recent examples, including the European 2013 survey of lifelong learning national networks; the DBIS Part-time Stakeholder Group, and the UUK Review of Part-time and Mature HE. In all of these UALL represents the concerns of member institutions about part-time provision and the current serious decline in provision.

The 2013 Annual Conference was held at the Calman Centre, University of Durham between 20 and 22 March with the theme: Who and what are universities for? Local Communities, Global competitiveness and the part-time student.

The Conference attracted 75 delegates, a very satisfactory number given the difficult times for university staff to find time and budgets. Especially pleasing was the number of papers and presentations we received – giving us the pleasant problem of fitting them into the timetable.
