Success as a Knowledge Economy: Teaching Excellence, Social Mobility and Student Choice
UALL welcomes the clear commitment of the government to "support for lifetime learning" as part of any successful knowledge economy. Degree Apprenticeships, encouragement of flexible and part-time learning and plans to extend maintenance loans to part-time students are all initiatives that can facilitate participation for adult learners thereby enhancing their economic and social contribution as well as personal development.
The government has expressed its "intention to continue to review gaps" that inhibit the participation of adult learners in higher education. We would urge that this includes careful monitoring of the impact on this constituency of the policies set out in the White Paper particularly in relation to widening participation, that is all-too-often couched narrowly in terms of young students, and the development of differential metrics for the Teaching Excellence Framework.
